Finding others users near you can be done through a filtered profile search.
Here is how you search for other users nearby:
Click on the search icon in the header of the home page 
Click on PROFILES tab
Click filter in the search bar
Select Distance from the filter options
Set the distance from your location you would like to find other users and click done
Click Apply
